“On the eve of the consultations in Minsk, the contact group came to the understanding that further practical steps must be reached: a binding agreement regarding an immediate ceasefire and the withdrawal of heavy weapons in accordance with the Minsk Memorandum of September 19; the absence of restrictions on the supply of basic goods and humanitarian aid to the affected areas of the Donetsk and Lugansk regions, as well as tangible progress in the release of hostages,” it said in the message.
“The document that can be signed... includes a list of specific steps designed to ensure the implementation of these priority tasks aimed at de-escalating the situation. The document was finalized on January 29,” notes the OSCE website.
Let us recall that it was previously reported that representatives of the contact group for resolving the conflict in eastern Ukraine are ready to meet on Saturday, January 31, in Minsk to conduct a new round of negotiations. Representatives of the DPR and LPR have repeatedly stated that Kyiv is trying to disrupt the negotiation process.
