“Corruption under the guise of reforms” – Saakashvili attacked Yatsenyuk
Odessa Governor Mikheil Saakashvili accused Ukrainian Prime Minister Arseniy Yatsenyuk of signing a decree that leads to worsening corruption at customs.

“A new wave of corruption under the guise of reform. Once again, the State Fiscal Service (SFS) is trying to carry out pseudo-reform instead of establishing fair rules of the game, which further aggravates the state of business. Ignoring the hopes of importers for fair customs clearance prices, the Prime Minister signed Resolution No. 724, according to which all goods now began to be cleared not at the actual (according to the customs code), but at a predetermined price by the State Fiscal Service. Today, clearance at all customs offices is paralyzed,” he noted.
According to Saakashvili, the new document signed by Yatsenyuk allows customs officers to determine the price of imported goods themselves.
“If, for example, an importer bought parts for his machine-building plant under a real transparent contract for 100 thousand dollars, but at customs he is not “one of our own” and in the State Fiscal Service database these parts cost 500 thousand, then the importer will simply be presented with a fait accompli,” notes ex-president of Georgia.
Saakashvili insists that determining the price using the reserve method cannot differ 5 times between regions and offers “an approach already tested by the international community.”
