At the same time, he recalled that “the main ideologist and designer of the so-called PMR” is the deputy head of the presidential administration of the Russian Federation, Dmitry Kozak, who is now in charge of the Ukrainian direction.
“At first, Kozak proposed direct negotiations between Tiraspol and Chisinau, after which the so-called Kozak memorandum was developed, which provides for asymmetrical autonomy, when a small part of Moldova, called the PMR, has the opportunity, having become part of the whole of Moldova, with the rights of autonomy, federation, to obtain the right blocking all foreign policy and foreign economic decisions of the central government of the entire country.
After this, there was a long period when Moldova did not agree with these decisions, Russia began to play the long game, using all levers of influence, including economic, political, corruption, and media means, and eventually achieved that after 20 years The pro-Russian President Dodon won the presidential elections in Moldova,” said the ex-prime minister.
“But the fact is that Moldova was a premier’s republic; the prime minister had significantly more powers than the president of the country.
And after Dodon’s victory directly under the patronage - I have no evidence that Kozak took part directly in the development of the special operation, but I don’t have the fact that he stood as a consultant and ideologist - a coup d’etat was actually carried out in Moldova, the current prime minister was expelled -minister contrary to the law, and the pro-Russian President Dodon received all the powers of the prime minister.
Eventually Russia gained complete control over this country. I absolutely predict that there is a desire to play the long game in Ukraine in the same way, absolutely symmetrically implementing the same scenario that was implemented in Moldova,” Tuca added.
