The so-called tax amnesty, within the framework of which Ukrainian citizens are invited to declare their previously undeclared income, does not provide any guarantees against criminal prosecution of those who actually disclose their income.

Lawyer Rostislav Kravets stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.

“From September 1, 2022, those who declared their income will definitely, immediately, depending on the amount of declared income, receive the appropriate article and criminal prosecution for non-payment of taxes. Because what you declared is, in fact, you actually admitted.

We already had a similar situation with the payment of taxes by legal entities. It failed, and there were also many criminal cases there. Here we have people in power, including the president, with whom others demand to sign a piece of paper, which they guaranteed, and even when signing the pieces of paper, they do not do this.

Therefore, what guarantees do the citizens of Ukraine have that tomorrow some “parasyuk” or someone else will not come and start tearing their vest, saying that “the citizens of Ukraine were robbed” and something like that as usual in Surzhik. Saying that “all the oligarchs who declared their 50 or 100 thousand dollars should be put in prison.” There are no guarantees in this regard,” he noted.

“Therefore, dear citizens, those who still believe, stop believing. Until the state itself fulfills its duties to you, fulfilling its duties to the state entails, as they say... “a sincere confession lightens the soul and increases the term.”

So, all of you will be brought to criminal liability, definitely. Because you yourself actually “confessed to the crime.” And in relation to this crime, in the Criminal Code, a sincere confession is not a basis for exemption from criminal liability. Yes, there is a basis for mitigation of criminal liability. But there is no liberation.

Therefore, this entire declaration campaign leads exclusively to one thing - instant filling of the budget. At the same time, if you look, in the budget, revenues from declarations are not included in the revenue side of the budget in the budget law. That is, those who compiled the budget themselves did not include this money. They understand that Ukrainians are not idiots. But it turned out that there are such people,” the lawyer concluded.
