Kommersant recalls that before the elections to the legislative assembly of Sevastopol, which will be held on September 14, the secretary of the United Russia branch, Viktor Oganesyan, called for voting against party candidates in single-mandate constituencies. He explained this by saying that the “first number” of the party’s party list, the former “people’s mayor” of Sevastopol Alexey Chaly, wants to become the head of parliament and for this purpose he will bring “his people” into it. According to United Russia, if Chaly becomes speaker, he will launch a war against Governor Sergei Menyailo. Oganesyan complains that Chaly “blackmails the leadership of the city and even the country.”

However, in Moscow, judging by the comments, they do not share the panicky tone of the former comrades-in-arms of the “people's mayor” of Sevastopol.

“Number four” on the United Russia party list, Boris Kolesnikov, told Kommersant that the conflict would not affect the results of the party as a whole: “Any advertisement is good for a politician, except an obituary.”

The curator of Crimea in United Russia, State Duma deputy Viktor Pinsky believes that “it’s bad that even before the elections the struggle for leadership positions in the future legislative assembly of Sevastopol began.”

Earlier, the publication’s interlocutors explained that when forming the list of candidates for the legislative assembly of Sevastopol, United Russia tried to maintain “a balance between the people of Alexei Chaly and Sergei Menyailo.”

A source in the Kremlin told Kommersant that “Chaly has prepared his own program” and “probably would like to see it implemented, including members of his team”: “The competition between the teams of Menyailo and Chaly is an intra-elite competition, it exists practically in every region. But Chaly is in constant contact with the presidential administration. And that’s important.”
