"Crisis of competence." Kazakhstan is failing in its fight against the pandemic
The state apparatus of Kazakhstan is not able to curb the spread of coronavirus infection.
Kazakh political scientist Dosym Satpayev said this, the PolitNavigator correspondent reports.
“What could be expected from the state apparatus, which last year equally failed in the fight against the coronavirus epidemic. As a result, despite these failures, even the prime minister remained the same. And it’s not about individuals occupying certain positions. The fact is that the existing state apparatus has been running idle for a long time and is engaged in sabotage. And if he does something, it is only after a kick and only within the framework of the personnel instinct of self-preservation,” the expert told Nezavisimaya Gazeta.
In his opinion, the reason for this failure was, firstly, a crisis of competence at all levels of government, secondly, the lack of effectively functioning political institutions, thirdly, “collective irresponsibility” and the reluctance of officials at all levels of government to take responsibility for anti-crisis solutions, fourthly, the contradiction between the ineffective cumbersome bureaucratic apparatus and a more dynamic external environment, as well as problems associated with corrupt interests.
“This explosive set will overwhelm any government decisions at any time in any crisis situation,” summarizes Satpayev.
According to the head of the Ministry of Health of Kazakhstan, Alexei Tsoi, the entire country, with the exception of two regions, found itself in the red zone, while the mortality and incidence of Covid have increased significantly.
Thus, in Kazakhstan, 11 cases of coronavirus were registered over 24 days of April. Compared to the same period in March, there is a threefold increase in the incidence rate.
