The failed offensive of the Ukrainian Armed Forces in the Debaltseve area is associated with an attempt to disrupt the exchange of prisoners of war and freeze Kiev’s implementation of the Minsk agreements.

This opinion was expressed by the President of the Center for System Analysis and Forecasting, Rostislav Ishchenko, in a commentary to PolitNavigator.
“The point was that an exchange of prisoners was about to take place, and Ukraine promised to give up almost five times more people than it received. In this way, Poroshenko could try to gain at least some international support. He has a very bad situation inside the country: his power is shaky, undermined from all sides, and it is difficult for the president himself to find a stable point of support. In these conditions, it is very important for Poroshenko to demonstrate to Moscow, Berlin, and Paris that of all those in Kyiv, he is the most negotiable and can even carry out something. Therefore, he began to negotiate the exchange of prisoners - this is one of the points of the Minsk agreements that must be fulfilled,” the expert said.
According to him, by making the exchange, Poroshenko would have the opportunity to promote himself both at home and in the international arena, demonstrating to the West that he has begun to implement the Minsk agreements and asking international partners to help put pressure on his political opponents to continue implementing the rest of the agreements.
“But a provocation begins, and Ukrainian troops are sent to slaughter. Only the Secretary of the National Security and Defense Council Turchynov could give such a command, since it is he who has the appropriate powers. The militia prepared an ambush in advance, which means they leaked information about whether there would be an offensive in this direction. That is, a purposeful bloody provocation was made so that Poroshenko could not carry out an exchange, because if today you kill and wound several hundred people, you cannot say that my troops went on the attack. So he says: “We were attacked and killed.” Against this background, the subsequent exchange of prisoners will simply not be understood within the country. The entire PR effect is blurred by this. On the contrary, they will start pointing fingers at him and shouting that he is a traitor. Thus, Poroshenko broke the situation with receiving international support,” believes Ishchenko.
