Large projects in Crimea will be postponed for several years - Savelyev
Moscow - Simferopol, March 16 (PolitNavigator, Mikhail Stamm) - The Ministry of Crimea is discussing with the Ministry of Finance a change in the timing of financing a number of infrastructure projects in Crimea within the framework of the Federal Target Program 2015–2020, he said in an interview RBC Minister for Crimean Affairs Oleg Savelyev. Some projects will be postponed to a later date, some will be abandoned, but others want to be accelerated - in particular, laying a cable to ensure the energy independence of the peninsula.

The highway construction project will be postponed to a later date. “We will commission large-scale highways a little later than planned, because they are quite capital-intensive and, within the limits of the budget, the commissioning dates will most likely be postponed,” the minister noted.
“We are no longer talking about building a 192-kilometer water pipeline from the Nezhinsky water intake to the Leninsky district of the Kerch Peninsula, this is not effective,” he added. Instead, one section will be built, which will allow the use of the North Crimean Canal to transfer water to the east of the peninsula in case of shortage.
In the long term, plans to implement other major projects may be postponed. The deadlines for most of them, Savelyev specified, will be closer to 2020, in particular the construction of the Evpatoria highway and access to the north to the border through Dzhankoy and Krasnoperekopsk.
At the same time, the Ministry of Crimea is discussing with the Ministry of Finance the acceleration of cable laying across the Kerch Strait in order to ensure the energy independence of the peninsula from Ukraine. “This will provide about 450 megawatts and will give us the opportunity to feel more confident,” the minister said. Funding for this project needs to be moved from 2016-2017 to 2015, he believes. This issue will soon be raised at the government level, Savelyev said.
