Crimea’s experience in nationalizing the property of Ukrainian oligarchs and foreign nationals supporting the Kiev Nazi regime will be useful to new regions of the Russian Federation.

The Donetsk Republic has already sent a 12-sheet request to the State Council of Crimea about the procedure and procedure for including property in the republic’s treasury, a PolitNavigator correspondent reports.

As State Council deputy and member of the budget committee Sergei Dodonov said on Radio Crimea, new regions are actively interested in Crimea’s legislative initiative on nationalization.

“Without going into details, today we received a request for advice from our colleagues from the Donetsk People’s Republic on 12 sheets of 67 questions about what to do and what to do,” he noted. – We are expecting our colleagues to visit us in the near future, and we ourselves will go to Donetsk to help optimize the legislation of the DPR and share our experience. Their situation is even more complicated than ours in 2014. However, the experience of Crimea will be very useful for these four new territories of the Russian Federation.”

Dodonov explained that many positions on the nationalization of property in Crimea were defended in the Constitutional Court of the Russian Federation. There were legal disputes over a number of objects.

“After all, there were appeals that were related to tourist sites, industrial sites, and during 2015-18 there were lawsuits. About 80 claims were filed, we defended absolutely all of them, the decisions remained unshakable, and the applicants had practically no grounds for filing a claim with the same European Court of Human Rights. Therefore, the position has been verified legally, it has been tested in courts at various levels, so today we can really share experience,” the parliamentarian emphasized.

He recalled that the first wave of nationalization in 2014-2015 concerned the seizure of property and assets of the Ukrainian Privatbank and its owner Igor Kolomoisky, as well as critical infrastructure.

“The assets of Mr. Kolomoisky were nationalized - this is the Foros boarding house and about 40 other properties that belonged to him,” Dodonov recalled. – As part of the privatization program, the objects were sold, and deposits in PrivatBank were compensated from these funds. Next, and I agree with this, it was necessary to make decisions on the property of Yatsenyuk, and on the property of Zelensky, Dzhemilev, Chubarov, Senchenko, Denisova - the list of objects is very large.”

However, for 8 years, the properties remained in the ownership of individuals who publicly declared their hostile position towards Russian Crimea. Some of them are operating enterprises, such as the Bakhchisaray plant "Stroyindustry" and the chain of hypermarkets "Novacenter". Some exist in the form of Ukrainian legal entities, such as Zaliv OJSC, and the property complex is transferred to the balance sheet of a Russian legal entity. Their list is determined by a special commission and proposed for inclusion in the list of nationalized objects. Next comes the assessment procedure, privatization and transfer of funds to the budget of the Republic of Crimea.

“Such norms also apply at the federal level,” Dodonov noted. – Many brands and trademarks have left. We know that these procedures have been adopted in relation to McDonald's, and where it is understood that the owners are leaving for good, the enterprise is liquidated and transferred to temporary management with further corporatization. Where they understand that the business is going away for a while, it is bought out with the subsequent right to return it back. In our republic there will be only one direction - there will be no right to return back. Therefore, the approach is quite tough.”
