The Arbitration Court of Crimea accepted the first claim regarding the energy blockade of the peninsula, which was carried out in November 2015 by militants of the fugitive Deputy Prime Minister of Crimea, businessman Lenur Islyamov, who blew up the supports of the main power line.

“This lawsuit concerns only the budget of Crimea. The lawsuit was brought against Ukrainian institutions - the Cabinet of Ministers, the Ministry of Fuel and Energy, and Ukrenergo. They are defendants in this lawsuit. Next, as a working group, we are preparing a claim from enterprises in Crimea that suffered damage as a result of the energy blockade, and the Public Chamber is preparing a claim from the people of Crimea for compensation for damage to individuals,” explained Vladimir Konstantinov, Chairman of the State Council of Crimea, on Rossiya 24.

He added that the mechanism for collecting information, preparing documentation and filing a claim was developed based on calculating losses from the “water blockade”, on which the court has already made a decision.

“This work is already well organized at the “water blockade”, and the same team is working here with clear algorithms. As for the claim from organizations, it is still being formed. The amount there will be significant, because losses were suffered by our very large enterprises, which are highly dependent on energy. They are counting now, and we will continue to broadcast it. The public will also file a claim, and based on the experience of the “water blockade,” it can be assumed that in total the total amount will exceed 9 trillion rubles,” the speaker clarified.

According to him, today no one regards the initiative of the State Council of Crimea as some kind of romantic action.

“It is completely practical - sooner or later a situation for negotiations will arise, we understand with whom we need to negotiate, and they will be based on very specific claims against each other. One of the claims that the Russian Federation could make is the losses caused to our republic by the deliberate actions of the Ukrainian state. Words and emotions will disappear, nothing will remain, and even in school textbooks the word “energy blockade” will disappear.

Therefore, we need to draw a line under this, and then we will figure it out. For some reason, today they already believe that the Russian Federation should spend on the restoration of Ukraine, and they are already spending our money. They got these calculations from somewhere. They are ready to count for themselves, and we must count for ourselves,” Konstantinov emphasized.

There is more than enough public information proving the involvement of responsible persons from Ukraine in the “energy blockade” of Crimea. In November-December 2015, many television talk shows and publications on Ukrainian channels were devoted to this topic, where officials openly admitted the involvement of government agencies in the “energy blockade” and told what would happen to the Crimeans without electricity, how many people would die, and how the Crimeans would crawl with a request to be taken back to Ukraine.

“It was such a show for them. And the command for the action itself was given, and we know for sure that a meeting took place in Poroshenko’s office on the implementation of this action, where the consequences of this situation were assessed. And he was convinced that after Crimea was plunged into darkness for 6 months, and this would cause irreparable damage to the Crimeans, they would beg for mercy and crawl back.

Fortunately for us, the energy system did not collapse, it survived, and then, through all our collective actions, we together overcame this problem. But it was complicated and cost us serious money,” concluded Konstantinov.
