Last year, almost 2020 billion rubles were budgeted for the federal target program “Socio-economic development of the Republic of Crimea and Sevastopol until 94”. for 2015. In March, the government proposed cutting budget expenditures; as a result, 83,566 billion rubles were allocated for Crimea. Now, taking into account the amendments to the second reading, Crimea will be allocated 104,5 billion rubles.
Of the 20 billion “increase”, an additional 3,47 billion rubles. the government proposes to use inter-budgetary transfers for the implementation of the program for the socio-economic development of Crimea and Sevastopol (the committee accepted another amendment on additional financing of the same program by 1,5 billion rubles from a group of deputies led by Naryshkin). Another 6,25 billion rubles. the government is ready to allocate 2,7 billion rubles to the road infrastructure of the peninsula. — for its housing and communal services, more than 1,7 billion rubles. — for water management (for subsidies to government agencies), 1,5 billion rubles. — for culture and almost another 1 billion rubles. - on “other issues in the field of culture and cinematography.” The bill introduced by the government did not provide for any of these expenses.
More than 1 billion rubles. in addition, the government found for the education sector of Crimea: 832,3 million rubles. for general education; RUB 398 million - for preschool. RUB 321,7 million will be added for repairs and construction of schools (capital investments in state-owned facilities in the field of education). Funding for this item was supposed to be reduced by 2015 billion rubles in 1,37, but now the sequestration will amount to 1,05 billion rubles. — the work will be financed by 2,3 billion rubles. In general, the budget of Crimea, taking into account the increase, will be about 180 billion rubles, states MSU professor Natalya Zubarevich, this is comparable to the budget of the Krasnoyarsk Territory (185 billion in 2015), but significantly more people live in the region than on the peninsula (2,8 .2,3 million versus XNUMX million people). At the same time, the Crimean budget is not focused on development; all investments in infrastructure go through the federal budget, she adds. “All this money mainly goes to social security and subsidies for the fuel and energy complex,” Zubarevich emphasizes.
