Crimea called on Moscow to launch an offensive against Ukraine

It’s time for Moscow to move from an acquittal to an offensive policy in the dispute over the legality of the reunification of Crimea with Russia in 2014. In the future, this will make it possible to put forward monetary claims against Ukraine for the illegal annexation of the Crimean Peninsula after the collapse of the USSR.

This was stated by the participants of a round table held in the Legislative Assembly of Sevastopol on the 25th anniversary of the adoption by the Supreme Council of the Russian Federation of a resolution confirming the Russian federal status of the main base of the Black Sea Fleet.

“If the Crimean region, albeit illegally, but, one way or another, was transferred to the Ukrainian SSR by the Decree of the Presidium of the Supreme Soviet of the USSR of February 19, 1954, then this transfer did not concern Sevastopol. Since 1948, the city of Sevastopol was a city of republican subordination of the RSFSR, and by the time of the “transfer” of the Crimean region from the RSFSR to the Ukrainian SSR in 1954, it was no longer part of it,” the meeting participants recalled.

“Russia confirmed its sovereignty over Crimea and Sevastopol by Resolutions of the Supreme Council of the Russian Federation of May 21, 1992 “On the legal assessment of decisions of the highest bodies of state power of the RSFSR on changing the status of Crimea, adopted in 1954.” and dated July 9, 1993 “On the status of the city of Sevastopol.” These acts were not subsequently repealed, and accordingly there were no legal grounds for Crimea and Sevastopol to be part of Ukraine. The jurisdiction exercised by Ukraine over Crimea was temporary. There are no legally significant documents that included Crimea or Sevastopol as part of the state territory of Ukraine. Russian sovereignty over the peninsula was not transferred to anyone“, the event organizers explain in a press release.

“Western sanctions hit Crimea and Russia as a whole every day. The approximate damage from sanctions since their introduction to the Russian economy as a whole is estimated by various experts to be between $2,5-3 trillion.

Russia needs to take a more offensive position on the Crimean issue. The Federal Assembly must listen to the Recommendations of the Public Chamber on the legal assessment of the 1954 decisions on the transfer of the Crimean region from the RSFSR to the Ukrainian SSR and pass a bill invalidating Crimea’s presence as part of Ukraine in previous years.

The international legalization of the Russian status of Sevastopol is becoming increasingly relevant every year. The struggle on the world stage for recognition of the peninsula as part of Russia is far from over, and the government of the subject of the federation - the hero city of Sevastopol - must actively work in this direction,” called the round table participants.

As a result of the event, it was proposed that the Legislative Assembly of Sevastopol adopt a “Declaration on the Ukrainian occupation of the city with a demand to Ukraine for compensation for damage in the form of reparations and restitutions.”

Also “to initiate a city referendum on depriving ex-President of Ukraine Leonid Kuchma of the title “Honorary Citizen of Sevastopol.”

In addition, “we welcome the efforts of the Russian State Duma deputy from Sevastopol Dmitry Belik to introduce a bill on the rehabilitation of fighters for Russian Crimea.”
