Crimea is too small for two subjects of the Russian Federation, and this is fraught with conflicts between the leaders of Crimea and Sevastopol. “The geographical space of the peninsula is too small for there to be two leaders. This determines hidden and overt competition, and, perhaps, the climate that will be built. I would like him to be more in the field of compromise than in the field of conflict. But the capacity of space creates a conflict environment. So far, cooperation and competition are 50/50,” Irkhin said during a conference broadcast on the local ForPost website.

He believes that the Russian authorities should turn to the Soviet experience of interaction between Crimea and Sevastopol. The subjects have common problems, such as water shortages.

“I would turn more to the Soviet experience, when the interaction between Crimea and Sevastopol was carried out according to a more optimal model. The secretary of the city committee of the CPSU of Sevastopol was a member of the Crimean regional committee, and the secretary of the regional committee was a member of the military council of Sevastopol. Mechanisms of checks and balances must be found, otherwise common problems will not be solved. So far I don’t see such a system,” Irkhin said.

At the same time, the political scientist believes, there are no prospects for merging the regions.

“Crimea entered Russia with a greater range of problems due to the national factor; in Sevastopol the situation is milder. This creates objective conditions for autonomy. On the other hand, Sevastopol as a military base should be more isolated than the rest of Crimea,” Irkhin said.
