Crimea will be included in the Kremlin system for monitoring interethnic conflicts

The Center for Information Technologies and Systems of Executive Power Bodies, together with the Institute of Political Studies, is creating a federal system for monitoring interethnic relations, commissioned by the Ministry of Regional Development of the Russian Federation.
It will help “identify territories that are dangerous from the point of view of the emergence of inter-ethnic tension”, determine “trends in changes in the ethnic structure of the population”, connections between “socio-economic factors and problems of an ethnic nature”, as well as group territories by the nature of the problems and “visualize information” .
They will collect socio-economic data from the authorities of the constituent entities of the Russian Federation, information from various departments (Rosstat, FSO, FSB, Ministry of Internal Affairs, FMS, Ministry of Health), as well as the results of opinion polls in the regions.
It is also possible to create call centers, including on the basis of the 112 service, to receive operational information from the field.
The system will be deployed in 17 constituent entities of the Russian Federation. These are Dagestan, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia, Tatarstan, Kamchatka, Stavropol, Perm regions, Vladimir, Volgograd, Voronezh, Irkutsk, Leningrad, Moscow, Nizhny Novgorod regions, Khanty-Mansi Autonomous Okrug and Crimea.
According to Kommersant’s source in the presidential administration, regional monitoring centers will most likely be supervised by deputy governors, whose competence includes solving interethnic problems. But the system as a whole will obey the Kremlin.
