There will be no direct elections of mayors in the republic - the chairmen of city and village councils will be elected from among themselves by the deputies, and only in villages the head of the council is also the head of the executive body. In city municipalities, the administration will be headed by a manager appointed under a contract. His candidacy must be approved by a commission consisting of deputies of the local council and representatives of the Council of Ministers.
District state administrations were also abolished. District councils will be formed from chairmen and deputies of village councils, and the district administration will also be headed by a contract manager.
As Parliament Speaker Vladimir Konstantinov stated on the sidelines of the State Council, such a reform is aimed at increasing control over mayors by the local community and combating corruption.
“We believe that this law will work positively because the previous rule of law and the state of affairs, of course, had very large negative aspects. The most important thing is the high level of corruption and lack of control of mayors elected by popular vote. In order to strengthen the control of municipal communities over the actions of the authorities, it is proposed to carry out a reform of local self-government. In my opinion, it is more effective and will allow us to influence the processes that take place in cities and regions,” the Chairman of the State Council is convinced.
