The order of Russian President Vladimir Putin on additional payments to Crimean depositors was published on the Kremlin website. According to it, by April 30, the government, the Central Bank and the regional authorities of Crimea are instructed to prepare amendments to the current legislation. According to the newspaper, we are talking about two categories of recipients of payments. The first is with an incomplete package of documents (without any one, for example, the original contract or confirmation of the account balance), such, according to the publication, about 38 thousand people. The second is residents of Crimea, whose deposits were opened after the law “On the protection of the interests of individuals with deposits in banks... of Crimea and Sevastopol” came into force.

As the head of the Ministry of Finance of the Russian Federation Moiseev himself explained to the publication, as part of the amendments it is assumed that compensation will come from the Crimean Depositors Protection Fund (DFF) and their maximum amount per person will be significantly lower than 700 thousand rubles, which were guaranteed previously. For additional categories of recipients of payments on Ukrainian deposits, a compensation amount of 100 thousand rubles is being discussed, he clarified.

However, the problems of all Crimean depositors of Ukrainian banks will not be solved, experts point out. Only depositors of those banks whose activities the Russian Central Bank has stopped in Crimea can apply for payments.

There are now 45 of them, while on the peninsula at the time of joining Russia there were branches of more than 80 Ukrainian banks. Among them, in particular, there were quite large players with Russian shareholders: Ukrainian Sberbank, VTB, Alfa Bank, Prominvestbank, Russian Standard. The activities of none of these banks in Crimea were stopped, which means that their depositors do not have the right to compensation from the Fund and can only receive funds in Ukraine.
