The Crimean newspaper told which companies will roll budget money into Simferopol asphalt

The pace and quality of road repairs in the Crimean capital have long caused bewilderment among the majority of Simferopol residents and even the Crimean governor Sergei Aksenov. Meanwhile, last week the city administration published a list of companies that are allowed to participate in this complex but very profitable process.

The Crimean Telegraph weekly learned about who and how received the right to use budget funds.

The level of corruption in the development of government contracts for the reconstruction of roads before the reunification of Crimea with the Russian Federation, the publication recalls, reached such prohibitive levels that it was impossible to ignore this circumstance in the new legal realities. It is with this in mind that, in all likelihood, a number of loud statements were made about how the quality of repair work will be controlled this year.

In particular, it was reported that in order to receive budget contracts, companies will have to go through a competitive selection process, during which they will reconstruct one kilometer of road surface at their own expense and only then be allowed to participate in the tender procedure. But either the companies, the newspaper ironically, did not want to fork out such astronomical sums for the ephemeral right to compete in the tender, or they failed to translate this desire into the form of a regulatory act - but no competitions ever took place. We are talking about the allocation of three billion budget rubles for 2015 (the cost of repairing all Simferopol roads was estimated by the authorities at 13 billion, which they plan to receive within two to three years), the publication clarifies.

Later, KT recalls, the head of the administration of the Crimean capital, Gennady Bakharev, said that, even despite this, he does not plan to work with Crimean contractors, since he very much doubts their integrity when carrying out construction work.

“Then, apparently, they explained to Bakharev that this was too biased an approach, and in general, they say, this is not how things are done. As a result, contrary to the official’s statement, of the eight firms allowed onto the streets of Simferopol, seven turned out to be local,” states the weekly.

However, the author of the publication reflects, we are not even talking about the ease with which officials make impossible promises and then immediately do the opposite. Much more pressing is the question of what kind of companies were at the head of the process of disbursing colossal budget funds and what kind of efficiency of repair work Simferopol residents should expect from them.

An analysis of the list of companies published on the city administration’s website, the newspaper writes, gives reason to believe that the lion’s share of the budget contract, as many years before, went to three of the eight enterprises that have common roots.

One of the founders of DSU-46 LLC is Sergei Kiryushko, who owns 85 percent of the authorized capital of the enterprise. For experts who watched with interest the distribution of budget money two years earlier, this name is well known from its participation in the management of the Soyuz KDS company.

Also among the companies allowed to systematically roll budget money into asphalt was a certain LLC “Krymstroy 2014” with an authorized capital of only 10 thousand rubles.

The sole founder of this construction “monster”, which is more like a standard contractor, is Vladimir Zamshev, who was previously involved in anti-corruption investigations. And most importantly, the roads themselves, the right to repair which went to this company, quickly fell into disrepair.

The third company is Krymdorstroy LTD, which also has an authorized capital of only 10 thousand rubles, one founder and him as a director, as well as three more companies registered at the same address. What is noteworthy is that all three companies are associated with the name of one of the deputies of the Crimean parliament.

In fact, as KT states, there is yet another heckling among “our own people.”

Thus, among the lucky ones to receive budget funding was a company associated with the relatives of the Crimean parliamentarian Leonid Babashov, who conveniently heads the committee on construction and housing and communal services. According to information from the register of legal entities, the Alt-Era limited liability company is headed by Artur Leonidovich Babashov, who, judging by his patronymic, is the son of a people’s representative. He is also one of the founders, owning a quarter of the authorized capital. The same amount belongs to Alla Leonidovna Babashova, who is probably the daughter of a deputy. Another half of the capital is owned by a certain Nadezhda Shipunova, about whom all that is known is that she is an individual entrepreneur and her main type of activity is renting out real estate.

In addition to Alt-Era, the publication says, Dorinvest-Crimea LLC, led by the owner of the asphalt plant Gagik Avakyan, who also owns two-thirds of the authorized capital of the enterprise, can also be considered among the difficult participants. But he is not so interesting as the second founder, Igor Kravchenko, a St. Petersburg businessman, whom expert publications include among the five largest Russian automakers.

For the remaining three companies, the newspapermen have not yet been able to find out the sensitive details. But taking into account the fact that one of them, the Krasnodar “Alfa-Dor”, appeared literally the week before last, the publication notes, suspicions are growing stronger that it was decided to invite “strays” to the celebration with the asphalt “pie” - as they say, for appearances.

By and large, it doesn’t matter to whom and how much will fall during the next asphalting of the city - what matters is how well the work is carried out. And Simferopol residents will be able to judge this in the very near future,” the Crimean Telegraph summarizes.
