Crimean businessmen accused the Ministry of Defense of “redistribution of property”
Entrepreneurs from Crimea and Sevastopol complained to Russian Business Ombudsman Boris Titov about the “redistribution of property” that, in their opinion, was arranged on the peninsula by the Russian Ministry of Defense. The meeting took place within the framework of the Yalta International Economic Forum.

As the public commissioner for the protection of the rights of entrepreneurs in Sevastopol, Ivan Komelov, explained, problems arose after the former facilities of the Ministry of Defense of Ukraine were transferred to the Ministry of Defense of the Russian Federation, a PolitNavigator correspondent reports.
“The inventory was carried out according to documents from 1996, when the Soviet fleet was divided. After this, some of the objects were sold by the Ministry of Defense of Ukraine or transferred for temporary use. It turned out that entrepreneurs have the right of ownership or lease, but these objects were transferred to the Ministry of Defense of the Russian Federation. There is a clash of interests, and the courts take an ambiguous position,” Klomelov said.
According to him, there are about 250 such controversial objects in Crimea.
The general director of DPA Yalta LLC (former sanatorium of the Ministry of Defense of Ukraine) Andrey Voitsekhovsky explained the situation using his own example.
“Our ownership was registered in 2009. Owners from Ukraine and Cyprus. But we were included in the resolution to recognize the ownership of our property as the Republic of Crimea. On March 13 of this year we were surrounded by soldiers and everyone was kicked out. We are ready to invest money, we have an investment project,” Woitsekhovsky said.
The founder of Gray LLC, Sergei Kovalenko, complained that the military was hindering the implementation of his project to develop an industrial zone in Sevastopol.
“Our project appeared 10 years ago. We bought objects from Ukraine through a competition and fulfilled all obligations. We invited foreign specialists who are engaged in the renovation of depressed areas, including industrial ones, to a different quality. Our project has been recognized as a priority by the city, and it is planned to move the government to this territory. But we ran into the military. It’s a big project, but we can’t start,” Kovalenko said.
The chairman of the Sevastopol branch of Business Russia, Oleg Nikolaev, believes that the Ministry of Defense will now never give up valuable objects that came under its jurisdiction after such a wholesale transfer.
However, Boris Titov believes that it will be possible to find a compromise with the military. In his experience, there were no problems with the Ministry of Defense in other regions of Russia. He also suggested why everything is different in Crimea.
“Everyone has doubts about the legality of documents from the Ukrainian period. This is de jure recognized. De facto, all these certificates of ownership were bought on the market. Ukraine was a mess. The Ministry of Defense of Ukraine simply gave away its property for bribes,” Titov said.
