The Crimean authorities have long known about the prospect of joining the Southern Federal District
Back in 2015, the Crimean authorities knew about the prospect of the Republic and Sevastopol joining the Southern Federal District.
This is evidenced by the draft resolution “On the entry of the State Council of the Republic of Crimea - the Parliament of the Republic of Crimea into the South Russian Parliamentary Association”.
This document was registered in the State Council of Crimea on September 2, 2015 by Vice Speaker Andrei Kozenko.

Around the same time, information about a possible merger of the Crimean and Southern Federal Districts first appeared in the press, citing anonymous sources.
Kozenko’s resolution quickly passed all approval procedures and was adopted just two weeks after registration.
However, then Kozenko chose not to disclose Moscow’s far-reaching plans in his explanatory note. The author only noted that joining the South Russian Parliamentary Association allows Crimea and Sevastopol to more effectively interact with fellow deputies from other regions of the Russian Federation.
“Everything secret becomes clear. It appears that some Crimean officials were aware of plans to unite with the Southern Federal District. The conclusion from this story: read the documents carefully, they often reveal what politicians do not say,” commented political scientist Andrei Latynin.
