As stated by State Council Speaker Vladimir Konstantinov, the creation of the election commission was caused by the need to organize and conduct elections on the peninsula. At the same time, he found it difficult to say when elections to parliament and local councils would take place.
“The Election Commission of the Republic of Crimea, which we will form, is a state body of the Republic, will operate on a permanent basis and is a legal entity. Her term of office is five years. According to the Law, the number of members of the election commission cannot be less than 10 and more than 14. We propose - 14. The formation of the election commission proceeds simultaneously in two ways. We, as the legislative body of the Republic, appoint half of the members of the election commission. Half is from the Chairman of the Council of Ministers,” emphasized Vladimir Konstantinov.
He also noted that the need to hold elections is obvious: “Deputies of the State Council were elected from political parties that do not exist in Crimea today. As soon as everyone receives Russian passports and political party organizations are formed here, the electoral process can begin.”
Let us note that so far only two Russian parties have announced the creation of their cells in Crimea - the Communist Party of the Russian Federation and United Russia. Let us recall that the Crimean branch of United Russia was headed by Vladimir Konstantinov. According to him, other political parties of the Russian Federation will begin work on the peninsula within a month.
