The text of the document states that an object can be purchased from a legal entity or individual in the event of circumstances arising that pose a threat to life, public health, the economic security of the state, the normal functioning of vital facilities, or a man-made or environmental disaster.
“If the Council of Ministers of the Republic of Crimea makes a decision on the purchase of objects, the body that made the proposal for the compulsory purchase of objects, within five days, notifies the owner of the object in writing about the decision. Notice of compulsory purchase of an object is sent by registered mail. If the location (place of residence) of the owner of the property is unknown, information about the decision to buy out is published in the media. The owner of the property being purchased is considered notified from the day the information is published in the media,” the bill says.
