Simferopol, December 02 (PolitNavigator, Evgeny Andreev) – The Republic of Crimea and Sevastopol will not extend the transition period, but may retain some features in the application of the laws of the Russian Federation, said the Minister for Crimean Affairs Oleg Savelyev, reports RIA News.

During this period, the issues of integration of the peninsula into the economic, financial and legal system of the Russian Federation should be resolved, but the authorities of the Republic of Kazakhstan have already stated that they will not be able to meet the allotted time and insist on extending the transition period.

“This is not about extending the transition period, but about establishing certain features of the legislation of the Russian Federation in the Crimean Federal District, and this is due to various reasons, including foreign policy,” Savelyev noted.

In particular, the minister recalled, the regulation of land and property relations, as well as the formation of the cadastre and registration of real estate, which in other regions of the Russian Federation are under the jurisdiction of territorial departments of federal departments, in Crimea are transferred to the competence of the authorities of the republic until 2017. In addition, the deadline for re-registration of Crimean enterprises has been extended until March 1, 2015.

Savelyev emphasized that the key issue for Crimea is the licensing of enterprises, since not all requirements of Russian legislation can be quickly met in Crimea.

“This is no longer a question of extending the transition period, for six months, for a year, but in fact establishing the specifics,” the minister emphasized.

According to him, these features can be both urgent and “conditionally indefinite” in nature, which is associated with compensation for foreign policy factors.

“We don’t know when these factors will normalize, therefore, in particular, both the law on the free economic zone and the amendments to a number of regulatory legal acts provide for a number of such features,” explained Oleg Savelyev.
