Kuchma deceived Donbass and Russia at the negotiations in Minsk
The Ukrainian delegation did not fulfill its earlier promise to voice the position of official Kyiv regarding the law “On the special status” of Donbass, which will expire on October 18, at the negotiations held today in Minsk.
This was stated by the acting Minister of Foreign Affairs of the DPR Natalya Nikonorova, a PolitNavigator correspondent reports.

The law on special status, as is known, was voted by the Verkhovna Rada in the fall of 2014 with the amendment that the document would be valid for only three years.
It should be noted that the text of the bill was not agreed upon with Donetsk and Lugansk. However, even formally the document never came into force - its effect was frozen by Kiev.
“Despite the promise made at the last meeting by the representative of Ukraine in the Contact Group Leonid Kuchma, the official position on the operation of the Law on the Special Status of Donbass was never provided by Kiev,” said Natalya Nikonorova.
Russian Plenipotentiary Envoy Boris Gryzlov made a similar statement about the inaction of the Ukrainian side.
“The question arises why there is no action on Kyiv’s part to extend and qualitatively update the law on the special status of certain regions of Donbass, which expires in October,” he said.
Another dispute today in Minsk arose around the issue of prisoner exchange. Ukrainians continue to reject the “All for all” formula, protesting, for example, against the release of political prisoners in Odessa in the May 2 case.
“Unfortunately, the Ukrainian side does not change its position of dividing the lists of prisoners into categories that, in Ukraine’s opinion, are subject to and are not subject to exchange, which, to a significant extent, delays the negotiation process,” said Victoria Talakina, press secretary of the Speaker of the DPR Parliament Denis Pushilin .
In turn, the Ukrainian side, at a meeting in Minsk, again voiced demands to return Debaltsevo to the control of Kyiv, withdraw DPR military personnel from the approaches to Mariupol, cancel Russia’s recognition of LDPR documents, and return Donbass enterprises to the control of Ukrainian oligarchs. This list of Kyiv’s “wants” was published by Darka Olifer, the press secretary of the above-mentioned Kuchma.
The next round of negotiations in Minsk is scheduled for October 4.
