The second president of Ukraine, Leonid Kuchma, proposed creating a working group within the Trilateral Contact Group to return control of the border with Russia.

“Such a demand from the Ukrainian side is always present at our meetings. We first of all propose to create a fifth subgroup in our Tripartite Contact Group to discuss such an issue. You understand that today you cannot take border guards and send them to who knows where. We need to prepare for this,” he said.
According to him, border guards will be able to station themselves on the border when “there is peace and quiet within this region.”
“We will strive for this, but it will not happen tomorrow,” he noted.
