The second president of Ukraine, Leonid Kuchma, is convinced that federalization will be the path to the disintegration of Ukraine. In his opinion, the federalization of Ukraine is more dangerous than military aggression.

He said this in an interview with the Belarus-1 TV channel.

“I definitely think that federalization for Ukraine is the path to the disintegration of Ukraine. Let's look at history. Almost no federal structure was formed from top to bottom. Everything was from below, when people felt that they needed to unite in a federation, and not take and dismember Ukraine. By what principle?” he said.

Kuchma also expressed his belief that decentralization should apply to all areas.

“Today we are talking about decentralization. This should certainly apply to all areas. We are talking about giving more autonomy to the regions. This is absolutely correct,” he added.
