Deputy Chairman of the Legislative Assembly Alexander Kulagin stated this at the next session of the Legislative Assembly during the discussion of the bill “On the Honorary Citizen of the City of Sevastopol.”
According to him, “the Legislative Assembly does not have the right to make such decisions,” so “this will certainly be the subject of a referendum.”
“I think this will become possible after we pass the law. It states here that a person may be deprived of this title based on the results of a referendum. Those. We need to preserve the regulatory framework, but I think this issue can be resolved in the fall,” Kulagin said.
At the same time, according to him, based on the experience of Russian regions, only in the case of a criminal offense was a person deprived of an honorary title. But a referendum, he noted, is also a special case that can be considered an exception. At the same time, for all others, honorary titles will be preserved and will be entered in chronological order in the Book of Honorary Citizens of the city of Sevastopol.
