Resort fees can lure tourists to private owners who do not pay taxes - opinion
The introduction of a resort fee may lead to an outflow of tourists from the hotel and resort complex to the private sector.

The executive director of the Association of Tour Operators of Russia, Maya Lomidze, announced this today at a press conference in Moscow.
“There are state goals (development of resort infrastructure, facility). Resort fees as an additional source of funds that will be invested in development is a fairly common practice around the world. In our situation, when there is no special money in the budget and economic forecasts are not the most rosy, the introduction of a resort fee is justified,” Lomidze said.
At the same time, in her opinion, in the current crisis, if a week’s vacation rises in price by a thousand rubles per person, this could lead to a decrease in demand in officially registered hotels that will pay a resort fee.
“In our country, 80% of domestic tourists travel independently. A significant share of them is located in the private sector in objects that are not recorded anywhere and that are not intelligible taxpayers. It turns out that the main burden of resort fees will fall on the civilized hotel business. This may lead to churn from placements in these properties. Bringing this into harmony is the task of those who initiate the introduction of the resort fee,” Lomidze said.
Let us recall that on September 19, Russian President Vladimir Putin instructed the government of the country to develop a law on the introduction of a resort fee.
