According to Verkhovna Rada deputy Alexander Kuzhel, this bill was developed taking into account a survey conducted by USAID among investors about what prevents them from investing money in Ukraine. In her opinion, its adoption will protect investors and make public-private partnerships more attractive. She emphasized that a large forum of investors will be held in the spring, and this law will be a good signal to them. Kuzhel noted that Ukrainian infrastructure requires 100 billion investments.
In turn, Svoboda members said that this law would legitimize hidden privatization. Deputy Viktor Pinzennik from the Opposition Bloc believes that this bill provides for government procurement without tenders, obtaining land without a competition, opening foreign currency accounts abroad, not applying the rule on the return of foreign currency earnings within 180 days, refusal of judicial jurisdiction, and so on.
Deputy Irina Gerashchenko noted that the bill contradicts European standards.
In response, Kuzhel stated that the bill would be finalized for another month. As a result, 234 deputies voted “for” in the first reading.
