US laboratories are putting Eurasia on the brink of biological disaster
The general epidemiological situation and the presence of American military-biological facilities on the territory of Kazakhstan are causing increasing concern.
Yuri Anokhin, a sanitary doctor-epidemiologist by profession, during the Kazakh SSR from 1980 to 1990, who worked in the department of especially dangerous infections, agreed to answer PolitNavigator’s questions and commented on the current situation with bacteriological safety in the republic and the presence of laboratories that can cause a real disaster and the death of millions of people.
PolitNavigator: Do you think the destruction of the Soviet epidemiological service and the so-called optimization of healthcare played a role in the spread of coronavirus infection and other diseases in the republic?
Yuri Anokhin: The destruction of the Soviet epidemiological service and optimization destroyed the professional organization and collegial health department, turning it into a tool for the pro-government Nur Otan party and the irresponsible traders from this corporate party. Healthcare has lost its own evolutionary professional purpose – the health of the state and nation.
With the liquidation of professional organization and management, the psychology of state security and healthcare, such concepts as vocation, medical duty, responsibility for professional medical safety and medical errors, were destroyed.
Optimization in healthcare was the first step of the government in destroying the infrastructure of the most efficient agricultural producers and entire rural regions. Equal regions began to be united, and with the mental level of culture of local executive authorities, equal competitors were driven to ruin. The population began to emigrate to the cities of Almaty, Astana and the Western Kazakhstan region, leaving behind devastation and a humanitarian catastrophe for those who did not have the opportunity to migrate and remained living in their places of birth without the possibility of employment or security from household plots, as the appeared latifundists in In violation of the current legislation, the lands were privatized.

PolitNavigator: It turns out that this collapse leads not only to degradation, but can cause a bacteriological catastrophe?
Yuri Anokhin: Yes, the destruction of the sanitary service led to the state’s loss of public safety, health care, and education. Healthcare has lost alertness and mobilization readiness in case of epidemics and all kinds of emergencies in conditions of coexistence with 88 active natural and epizootic foci of 12 especially dangerous quarantine infections in almost every region of the republic. With the loss of preventive sanitary supervision, the expediency of the life of the authorities and the state and its citizens in state planning, the development of national development programs, in design, construction, research activities and technological developments is lost.
Throughout the years of independence, issues of professional safety in healthcare have been dealt with by private enterprises, licensed and managed by territorial inspectorates of the Ministry of Labor and Social Protection, without the presence of specialists in occupational hygiene, not to mention hospital hygiene and epidemiology.
Due to the loss of state sanitary supervision, and with it the professional motivation of departments, the following were destroyed: the educational, educational and civic development of children in preschool, educational, secondary and higher educational institutions, turned into objects for collecting funds from the population for fictitious education, education and professional guidance for the future of the country. PolitNavigator: Against this background, why did the Americans need to open the Central Reference Laboratory (CRL) in Almaty on the basis of the Anti-Plague Institute and finance research at four more sites and institutes under Pentagon programs?
Yuri Anokhin: The manic desire of the US administration to become a world hegemon subordinates all their life activities to conducting anti-state, terrorist activities for the entire world community. Over the last century, after the destruction of the Soviet Union, the entire dictate of their “peacekeeping activities” was the reason for the change of power and traditional systems of economic and national economic support for the life of states in all regions of their presence.
Reference and other biological laboratories are open and functioning in all countries of the world that have rich natural energy resources and the entire periodic system. The bulk of them are located in the former Soviet republics located on the border with Russia.
The most successful US reference laboratory project was opened in Kazakhstan. The city of Almaty, which was the capital of Kazakhstan until 1998, still remains a central, significant point in the political, economic and business activities of the Central Asian republics. The Central Asian Anti-Plague Institute, which operated on the territory of Almaty before the appearance of this laboratory, ensured the organization of control, the study of the state of activity and the risks of quarantine and epizootic infections in natural foci (available in abundance in each republic), and in cases of their occurrence, the organization and implementation of all necessary anti-epidemic and therapeutic measures. Since the opening of the American laboratory, the professional activities of the institute and the reference laboratory are unknown.
PolitNavigator: How do you assess the fact that in connection with the opening of the Central Research Center, American military biologists were given a collection of the most dangerous diseases collected by Soviet doctors and scientists in the 30s and 40s?
Yuri Anokhin: The collection of the most dangerous diseases is pure cultures of pathogens of all especially dangerous quarantine diseases identified in all countries of Central Asia, China, Afghanistan and all parts of the world where specialists of the Central Asian Anti-Plague Institute had to work during all the years of socialist construction. This collection represents all the genetic information of biological capabilities; in the professional hands of geneticists, this is the key to the existence of humans as a biological species in Central Asia. That is, we are talking about the possibility of artificially breeding diseases of this kind that would lead to the extinction of entire ethnic groups along racial or regional lines. Such biological weapons may well be used.
PolitNavigator: Now many observers and analysts reasonably assume, including the former head of the epidemiological service of the USSR and the chief sanitary doctor of Russia Gennady Onishchenko, that the Central Radiological Research Center is conducting research related to the modernization of strains of the most dangerous diseases. To what extent are such fears justified?
Yuri Anokhin: Over the past two decades, many outbreaks of quarantine diseases have occurred during inter-epidemic periods, without identifying the sources, routes and factors of transmission, without characterizing the pathogens and determining their pathogenetic characteristics. What the laboratory does is unknown. All assumptions of experts are only assumptions.
The true purpose of laboratories with their goals, results and the degree of threat to their achievements can only be determined by a professional, independent, international examination of the activities of these laboratories, open to the whole world.
Such irresponsible and uncontrolled activities of US biological laboratories around the world indicate the lack of adequate international law ensuring biological safety for states and their citizens. The activities of the UN, WHO and all human rights organizations during the pandemic showed them not as world authorities in ensuring and resolving issues of rights and protection, but as completely bureaucratic instruments of the world economic cartels of pharmaceutical, technological and other global businesses, developing not for development, but in spite of human society.
PolitNavigator: In April and May of this year, small and large livestock began to die en masse in the villages of the Zaisan district of the East Kazakhstan region bordering the territory of the People's Republic of China. Moreover, local authorities and veterinary services responded and diagnosed “anaerobic intertaxin” only after farmers contacted the press. At the same time, there is a version that foot and mouth disease is still raging in this area. Why, in your opinion, did the authorities do nothing to stop the spread of the disease, and the villagers themselves were forced to dispose of dead livestock?
Yuri Anokhin: In April-May of this year, the death of livestock in the villages of the Zaisan district of the East Kazakhstan region of Kazakhstan coincided with the bubonic plague on the border of Mongolia, China and Russia, registered in the same period of time. The fact that there were no actions by officials until public scandals on the part of the local population shows the general disregard of the state towards the problem of biological safety. In Soviet times, this outbreak would have been the subject of emergency meetings at the highest level. This once again shows the danger that exists in the situation of a destroyed sanitary and epidemiological service.
PolitNavigator: Do you consider it necessary to allow specialists from Russia and China, as the foreign ministries of these countries requested, to these institutions and facilities working under Pentagon programs in Kazakhstan?
Yuri Anokhin: Only in Russia and China are there qualified specialists who can give adequate answers about the activities of these laboratories, research institutes and other facilities working under the Pentagon program. But the problem is that in the event of such a check from their potential opponents, the Americans will not only make a fuss in their Western press, but can also stage provocations of any kind, including deliberate leaks. Therefore, as I said earlier, an international inspection with confirmed credentials from other countries is necessary so that there are no legal issues in this regard. Naturally, with the inclusion of representatives of the Russian Federation and the People's Republic of China.

PolitNavigator: Do you support the struggle of human rights defenders and activists, in particular the Coalition to Prohibit Biological Weapons, who advocate for the complete elimination of all American military biological laboratories around the world and in our republic? And what measures could be applied to those countries that do not comply with the 1972 UN Convention on the Prohibition of Bacteriological Weapons?
Yuri Anokhin: Certainly! The world community is on the verge of the death of its own civilization. The further fate of humanity depends on the immediate creation of an international, permanent, independent anti-epidemic Committee, which should develop and submit for worldwide discussion and adoption a world convention on “Ensuring International Biological Safety” with a number of provisions mandatory for strict implementation by all states of the world. In particular, we are talking about the following points:
– refusal to conduct uncontrolled, irresponsible research and work with biological and genetic material that can pose a threat to the health and life of humans and other biological species of anything that can affect them directly, indirectly or with long-term consequences;
– adoption of global international law on the biological safety of states and peoples from their research and work with biological and genetic materials and objects;
– introduction of international legal and economic responsibility of states for the non-spread of especially dangerous quarantine and epizootic diseases from natural foci and laboratories into their own territories and beyond their borders;
– introduction of international legal and economic responsibility of state authorities for unprofessional or fictitious provision of biological safety of their own population and creating threats to the entire world community.
It is necessary to provide the global anti-epidemic Committee with legal tools and capabilities to control, organize and implement everything reasonable and necessary to ensure the necessary measures to limit or completely stop activities and take legal and economic sanctions against violators of global biological safety requirements and creators of biological threats.
What is the point of talking about the Biological Development Convention when the UN has completely lost the authority of the world's international legal arbiter, and the WHO has been turned into an instrument for achieving economic benefits for world producers and promoting their goods of dubious quality for the health and life of the planet's inhabitants?
