Lavrov: Donbass is part of Ukraine, but Kyiv will not receive a border

“Apparently, after all, you mean control over the border not between Donbass and Russia, but between Ukraine and Russia. I thought so, but I was scared, maybe you have some other idea,” the diplomat answered the reporter.
“Of course, if now, when the fighting is going on, there is a desire to put in the first place the issues of restoring control of the Ukrainian authorities over the border, then in those areas controlled by the militia, it is necessary to negotiate with the DPR and LPR...
I strongly doubt that in the midst of hostilities, when attempts are being made by the Ukrainian authorities to improve their position, apparently in order to use this at the Minsk meeting, I do not see how the representatives of Luhansk and Donetsk can agree that control of the border should be established as a precondition everything else. And this is exactly the kind of attempt that we have been seeing until recently on the part of the Ukrainian leadership... While the fighting is going on, it will be simply unrealistic,” Lavrov added.
According to him, “these territories in Donbass” should receive a special status at the legislative level, the authorities of the DPR and LPR should receive security guarantees, the militias should receive an amnesty, the blockade of Lugansk and Donetsk should be ended.
At the same time, Lavrov admitted that municipal elections could be held in the DPR and LPR under the control of Kyiv.
