“Many in Russia perceive NATO expansion as a threat. It was precisely in order to reduce the feeling of mutual threat that we concluded the Russia-NATO Founding Act in 1997 and created the Russia-NATO Council. However, we must ask ourselves whether we have done everything to fill this Council with concrete proposals and confidence-building projects,” Steinmeier said.
However, Russian Foreign Minister Sergei Lavrov believes that NATO does not want to discuss the restoration of relations with Russia.
“We were not the ones who disrupted the activities of the Russia-NATO Council. The Russia-NATO Council is frozen. The fact that a couple of embassy meetings took place does not change anything. NATO does not want to discuss the restoration of relations,” Lavrov clarified.
