“Firstly, of course, the negotiations were unique, but I note that at the decisive moment the president made his contribution, because he controlled our night vigils. And somewhere deep in the night we talked to him twice. Of course, Sergei Shoigu also got involved, because it was important to agree there that declaring a truce would not be very sufficient if there was no mechanism for monitoring this ceasefire. And the second paragraph of the document, which was agreed upon, should have provided for this.

And in recent days, I have been in contact several times with my colleagues in Baku and Yerevan, Sergei Shoigu did the same - he talked with the defense ministers. And the president communicated with the leaders of the conflicting parties. And our main message is that it is still necessary to meet through the military and agree on a ceasefire mechanism, which no one has even begun to discuss yet.

I reconfirmed the corresponding signals literally half an hour ago, when the Minister of Foreign Affairs of Azerbaijan called me. We are sending the same message to our Armenian colleagues - I think that this is the key to a sustainable ceasefire, from which civilian objects and civilians are suffering,” he said.

Sergei Lavrov explained that the mechanism for monitoring the ceasefire should be contact between the military of both sides and the presence of objective observers in the region.

“In any conflict, when politicians and diplomats announce an agreement to cease fire, the military immediately agrees on the ground what specific measures will be taken, who will objectively monitor how the ceasefire is observed on both sides.

This is not something magical - it was the same in Transnistria, and it was the same in the Donbass. Although a ceasefire regime has been declared there more than once, and only the last one is more or less in effect, and only because additional measures were developed in the Contact Group. This was the case in 1994 in Karabakh,” added the head of the Russian Foreign Ministry.

He also emphasized that a political settlement is possible with the gradual liberation of areas around Karabakh while maintaining security guarantees and determining the status of Nagorno-Karabakh.

“There would be no happiness, but misfortune would help. These sad events should help intensify the political process in parallel with resolving security issues “on the ground,” Lavrov concluded.
