This opinion was expressed in a conversation with journalists by Russian Foreign Minister Sergei Lavrov, who was quoted by Rossiyskaya Gazeta.
“The need for additional influence on Kyiv is obvious to us in order to convince it that the agreements and obligations that were adopted in Minsk on February 12 must be fulfilled,” the minister said, clarifying that the Normandy format is a parallel process that does not concern trilateral relations between Berlin, Paris and Kiev.
At the same time, answering the question whether the Germany-France-Ukraine meeting could be called educational, Lavrov said: “I expect that it will be so.”
Also, the head of the Russian foreign policy department was surprised by the statement of the Ukrainian Foreign Ministry that experts were gathering in Berlin today to explain to Russian representatives that the proposals of Ukrainian President Petro Poroshenko on changes to the Constitution adopted by the Verkhovna Rada correspond to the Minsk agreements.
“Then it was said something like that these changes themselves are the prerogative of the Ukrainian state, no one can interfere with them in any way, therefore the incorrect interpretation by the Russian side should not be taken into account,” Lavrov noted. – I leave aside the rollicking tone of this statement, but this, of course, is complete diplomatic illiteracy. The Minsk agreements are accessible and this is not some kind of fiction, they were approved by a UN Security Council resolution, therefore they are binding.”
