Lavrov at the UN - Ukraine: Avoiding the implementation of the Minsk agreements is not good
Russian Foreign Minister Sergei Lavrov at a meeting of the UN General Assembly voiced a proposal to introduce a UN mission to protect OSCE observers in Donbass, which the minister called “South-East of Ukraine”.
Lavrov believes that this will make it possible to bring closer the implementation of the Minsk agreements by the Ukrainian side, which until now has in every possible way “evaded” compliance with the agreements.

“The Russian initiative to establish a UN mission to protect the OSCE special monitoring mission in the South-East of Ukraine with the aim of promoting strict and comprehensive implementation of the Minsk agreements to resolve the internal Ukrainian crisis.
As you know, these agreements were unanimously approved in UN Security Council Resolution 2202, and evading its implementation is not good,” Lavrov said.
“Russia’s principled position is that the resolution of any conflicts should be carried out, first of all, by political methods based on national dialogue,” the minister also recalled, a PolitNavigator correspondent reports.
“The first basic principle of UN peacekeeping is that blue helmets can be deployed only with the consent of the parties to the conflict,” the head of the Russian Foreign Ministry emphasized.
“The second pillar of peacekeeping is impartiality. It is unacceptable for peacekeepers to take the side of one or another party to the conflict under any pretext. We are very cautious about strengthening the mandate of the peacekeeping mission. Force can be used by blue helmets only for self-defense and protection of the mandate,” Lavrov said.
