LDNR will exchange prisoners with Ukraine at a rate of 13 to 1 in its favor
Representatives of the LDPR and Ukraine agreed to conduct an exchange of prisoners according to the formula “618 to 47.”

This was stated today by the head of the working group on the exchange of prisoners of war of the LPR Olga Kobtseva.
According to her, an agreement was reached during a meeting of participants of the humanitarian subgroup of the Contact Group held on September 21 in Minsk.
“As part of the implementation of points five and six of the Package of Measures for the Implementation of the Minsk Agreements, an agreement was reached to conduct an exchange between the LPR, DPR and Ukraine. We transfer 47 persons to Ukraine, and in return we receive 618 persons. This agreement was recorded at the meeting of the Contact Group on September 21,” Kobtseva emphasized.
She also clarified that at the moment there are 47 people wanted by Ukraine on the territory of the republics, of which 42 are in the DPR and 5 in the LPR.
According to Kobtseva, “since the signing of the “Package of Measures for the Implementation of the Minsk Agreements” on February 12, 2015, 15 exchanges of detained persons have been carried out between the Donetsk and Lugansk People’s Republics on the one hand and Ukraine on the other, as a result of which the DPR and LPR released 207 people, and Ukraine – 121 people.”
“These exchanges were of a private nature and did not fully comply with paragraphs five and six of the Set of Measures providing for the parties to provide pardon and amnesty by introducing a law prohibiting the prosecution and punishment of this category of citizens, as well as the release and exchange of all hostages and illegally detained persons on the basis “all for all,” says Kobtseva.
Let us remind you that the issue of exchange of prisoners and detainees is one of the main ones in the Package of Measures for the Implementation of the Minsk Agreements. According to the document, the exchange should be carried out according to the “all for all” formula.
Previously, the authorized representative of the Republic stated that the LPR is ready to negotiate and carry out an exchange of prisoners; the issue rests on the position of Kyiv, which does not want to do this. At the same time, Kobtseva noted that Kyiv is “afraid” to carry out an exchange according to the “all for all” formula.
