“When I heard yesterday - Merezhko said, according to Gryzlov, that the Minsk agreements are generally a piece of paper, they are optional, we just take note. And I think that literally this weekend the EU leaders will meet in video mode, and Merkel and Macron traditionally have to report on the implementation of the Minsk agreements by Ukraine and Russia, and again, of course, they will automatically extend sanctions for Russia. And I think, what are the sanctions for then?” – noted historian and political scientist Vladimir Kornilov.

“What Russia needs to do now is to post this official statement of the official Ukrainian representative in the Minsk group, post it to the EU leaders and say: wait, they are not obligatory to implement! They don’t need to be fulfilled, which means that sanctions for non-compliance have no legal force and no meaning, since they can be taken into account or not fulfilled,” the expert suggested.

“Or does this concern only one side, only Ukraine? Should everyone else, including the DPR-LPR? And if they are optional, then the DPR-LPR can go on the attack? They won’t violate anything, except perhaps an optional piece of paper,” added Kornilov.

The special representative of the LPR at the negotiations on Donbass in Minsk, Rodion Miroshnik, agreed that such an attitude on the part of Kyiv towards the documents could lead to unpredictable consequences.

“I have the impression that people come with the main task - what kind of creative stupidity to bring with them. What kind of hype would be achieved by bringing it to the point of absurdity and another negotiating impasse. When a person comes and says: you know, an international agreement of the highest level, that is, a UN Security Council resolution... but we decided that it is advisory in nature and has nothing to do with us at all.

Gentlemen, it probably doesn’t apply to us, as to the DPR and LPR. That is, in this case we have good will, and Ukraine is, after all, a founder of the UN. Article 25, in which Security Council resolutions are mandatory for implementation by a UN member state,” Miroshnik reminded the Ukrainian experts.

“What we get is not only that there are doubts about basic documents, but also people come and say: let’s collect taxes from you? We say: wait, you introduced an economic blockade in 2017, you blocked all logistics, you did not give the opportunity to trade and build any economic relations, you assigned a huge amount of money to our pensioners.

According to our calculations, this is around 5 billion euros. These are huge sums that you saved on our people. You brought a huge number of people and enterprises out of there, you bombed a huge number of enterprises, and now you say, “let’s still collect taxes”? How about we impose some obligations on you? How about our laws apply to your territory?

There is Article 258 - these are terrorist organizations, including the financing of terrorism. That is, I, who receive a salary from the LPR authorities, automatically fall under this article. Any person who has even touched money related to the budgets of the people's republics is already Article 258. This is everyone - pensioners, doctors, those who work in government, and so on. Only they will add the rest to this 258,” the diplomat said.

“So in this case, when people come, I have the impression that we live on different planets. We come to negotiate, but we are faced with a wall that does not have the slightest desire to negotiate, there is only a desire to drive it into a dead end as much as possible and find out the most important thing: who disrupted the peacemaking process? This is the main task of the Minsk negotiations,” Miroshnik concluded.
