Levchenko explained why Putin was unhappy
President of the Russian Federation Vladimir Putin, who criticized the slow pace of emergency response during a visit to the flood-affected Irkutsk region, expressed his humane position. This does not indicate the inaction of the authorities; in fact, the processes of restoration of the affected areas are in full swing, but it will not be possible to do everything at once.
The governor of the Irkutsk region, communist Sergei Levchenko, spoke about this in an interview with RBC, a PolitNavigator correspondent reports.
Levchenko noted that the elimination of the consequences of the flood began immediately after it began and a colossal amount of work was done in a short time.
“We had the Moscow-Vladivostok federal highway blocked [at the end of June]. On June 30, I signed a plan for emergency restoration work with a deadline until the second of the month; after agreeing on the plan with all services, travel on the highway was provided a day earlier, on July 1.
In the shortest possible time, within a week, we ensured the launch of water supply, water intake and sewerage facilities. In ten days, power lines that had been destroyed for more than 100 km were restored. Hot water supply connected. We provided people with drinking water and food during a critical period, and curbed price increases. During this time we managed to withdraw 400 thousand cubic meters. m of the remains of buildings,” Levchenko said.
At the same time, the governor himself is dissatisfied with the pace of restoration work.
“There are moments that, as I myself believe, should speed up. This is, for example, an inspection of flooded houses. Of the approximately 10 thousand such houses, according to our calculations, 5,6 thousand are subject to special repairs, and 3,4 thousand are no longer available. We issued the first social payments of 38 thousand rubles to 10 thousand people. We inspected all the houses, drew up reports for property damage and paid compensation to 16 thousand people.
I would like to do everything faster, people ask this question all the time. But some things, unfortunately, cannot be done faster given the volume of work,” says the governor.
The President, according to him, expressed a completely understandable human position.
“Technological solutions ordered by the government are being implemented according to schedule, but neither the victims nor I are satisfied with this. For someone to wait more than two weeks [for a placement decision], that's not right. But the government order says so. Therefore, when the president arrived, naturally, people with unresolved problems approached him. People were unhappy, the president saw these emotions and, naturally, reacted, he is a living person,” Levchenko added.
Let us recall that during his visit to the Irkutsk region, President Vladimir Putin criticized the work to eliminate the consequences of the flood in Tulun.
“Taking into account what I heard there, I cannot consider the elimination of the consequences of the flood satisfactory,” Putin said at a meeting with officials after talking with affected local residents and hearing a report from Deputy Prime Minister Vitaly Mutko.
Russian political scientists considered that the president's criticism was addressed specifically to federal officials.
