The Accounts Chamber of the Russian Federation intends to check all so-called “development institutions”, most of which, as it turns out, are ineffective.
The head of the Accounts Chamber of the Russian Federation, Alexey Kudrin, stated this today in the State Duma of the Russian Federation, a PolitNavigator correspondent reports.
“This is the second year that our focus has been on development institutions. They are different. We also checked the development of the regions of the Far East and the North Caucasus. Including funds that work in this area. How effective are these projects?
For example, it was planned to create a new innovative medical cluster in the North Caucasus. We haven’t started at all, although 2 billion rubles have already been allocated. The salaries of employees in these funds are growing, but the result is not yet noticeable.
The Russian Foundation for Information and Communication Technologies was supposed to implement 10 projects over 14 years, but implemented only one. After our inspection, the single-industry town development fund should be reduced.
Our focus is on small and medium-sized enterprise corporations. Less than 1% of entrepreneurs are covered by guarantee support,” Kudrin said.
According to him, the inspection of all institutions will take another two to three years.
“We continue to go through institution after institution of such development. We will inform you. We are going to go through all the institutes in two or three years. Some of our materials have already been used, including influencing the reduction of salaries in a number of development institutions according to our proposals,” Kudrin said.
Let us recall that in November last year, Russian Prime Minister Mikhail Mishustin said that out of the current 40 development institutions, 5 large ones would remain, some would be merged, and eight of them would be liquidated.
