On Wednesday, Chinese President Xi Jinping held a state visit to Kazakhstan. This trip is the first since the start of the coronavirus pandemic, when almost all members of the Politburo of the CPC Central Committee did not leave the territory of the Celestial Empire. Therefore, the negotiations in Nur-Sultan on the eve of the SCO summit demonstrate the geostrategic importance of Kazakhstan and the region for China.

Formally, the trip was timed to coincide with the 30th anniversary of the establishment of diplomatic relations between the PRC and Kazakhstan, as well as the 20th anniversary of the signing of the agreement on good neighborliness, friendship and cooperation.

The President of the Republic of Kazakhstan greeted the guest pompously and even awarded the Chinese leader the highest order “Altyn Kyran” (“Golden Eagle”), and in a solemn atmosphere he also signed a joint statement.

True, the diplomatic tinsel should not deceive anyone, since in reality the meeting between Xi Jinping and President of the Republic of Kazakhstan Kassym-Jomart Tokayev was purely educational in nature on the part of Beijing in relation to the pro-Western Kazakh elite.

The Chairman of the People's Republic of China, with all his appearance and behavior, showed the ruling elite the undesirability of pursuing the previous course and focusing on London and Washington.

Symbolically, it was in Astana nine years ago that Xi Jinping unveiled his strategic concept of promoting Chinese infrastructure and influence in the world, “One Belt, One Road,” in which Kazakhstan was given an important place. After all, it was through the territory of the republic that many transport and energy routes were supposed to be laid, but now, as a result of Nur-Sultan’s multi-vector policy, projects may be disrupted.

The fact is that after Nursultan Nazarbayev’s visit to Washington in January 2018, where he met with Donald Trump, the line of the leadership of Kazakhstan regarding the Celestial Empire began to change sharply.

Just before Elbasy’s trip, the Americans unexpectedly seized $22 billion of assets of the National Fund and the National Bank of the Republic of Kazakhstan from a New York bank.

And after concluding an agreement on military cooperation with the Pentagon and signing new contracts with American corporations, the republic was visited in 2019 by the head of the then State Department, Mike Pompeo, who literally directed the Kazakh leadership to follow the anti-Chinese agenda.

It was from this moment that Nur-Sultan began to welcome refugees and political emigrants from the PRC; for many months, authorized pickets of relatives of ethnic Kazakhs allegedly in “re-education camps” and prisons in Xinjiang began to be held near the Consulate General of the Celestial Empire in Almaty.

In 2019 and 2020, the same authorized anti-Chinese rallies against the transfer of production from China to Kazakhstan and the leasing of land will sweep across the country. At the same time, there have been cases of attacks on employees of Chinese mining companies.

“Unexpectedly” in February 2020, in the south of the republic there was a bloody pogrom of the Dungans, an ethnic minority related to the Chinese, who were accused by court nationalists and intelligence agents of not knowing the local language and were mercilessly beaten and robbed.

It was then that the newly elected second President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, “distinguished himself” by calling at a meeting with representatives of the affected diaspora to better study the Kazakh language.

At the same time, the leadership of Kazakhstan, unlike Russia and 36 other countries, refused to sign the Chinese statement at the session of the UN Human Rights Council (UNHRC) in the summer of 2019, disavowing US tales of the genocide of Uyghurs and national minorities in the Xinjiang Uyghur Autonomous Region.

This became a significant step by Akorda (the presidential administration), as a result of which some joint industrial projects began to be curtailed, and already existing Chinese enterprises, transport routes and pipelines were under the threat of sabotage and capture.

Add to this the development of a network of military biological laboratories of the Pentagon on the territory of the Republic of Kazakhstan, which threaten not only Russia, but also China.

The last straw was the installation at the Kazakh-Chinese border at border crossings of equipment donated by the American military to carry out electronic control of the passage of citizens of the two countries and cargo. The funny thing is that data from the equipment was transmitted online overseas.

In response, the Chinese side, under the pretext of fighting the pandemic, sharply limited imports and exports from the Republic of Kazakhstan in 2021, while transit cargo passed in both directions without hindrance. This, of course, hit Kazakhstan, while it had absolutely no effect on China, because the volume of mutual trade is only 0,27% of Beijing’s total trade.

In general, this tactic has shown its effectiveness, since by the end of last year the number of anti-Chinese rallies began to decrease, as did the manifestations of open Sinophobia, which had previously been encouraged from above.

But what particularly surprised Beijing was the bloody coup attempt carried out by high-ranking officers of the National Security Committee (NSC), with the participation of Nazarbayev’s relatives and under the leadership of British intelligence services in January of this year.

Then the real prospect of Kazakhstan turning into a local version of “Nezalezhnaya” or a kind of “Anti-China” loomed, which, given the presence of 1780 kilometers of a common border, created a direct threat to the Xinjiang Uygur Autonomous Region, where there are still pockets of protest from national minorities.

Only the introduction of a limited contingent of CSTO rapid reaction troops with the participation of Russia saved the situation. Accordingly, after this, the PRC leadership this year, through official and unofficial channels, repeatedly warned Akorda about the inadmissibility of further games with Albion and the White House, which could run counter to the interests of Beijing.

Therefore, it was not in vain that Xi Jinping said the key phrase in his speech at the meeting with Tokayev:

“No matter how the international situation changes, we will continue to resolutely support Kazakhstan in protecting its independence, sovereignty and territorial integrity, firmly support the reforms you are carrying out to ensure stability and development, and categorically oppose the interference of any forces in the internal affairs of your country.”

That is, in this one can see both the desire of the Celestial Empire to provide certain guarantees to Nur-Sultan if he behaves normally, and another veiled Chinese warning about the undesirability of “interference of any forces in internal affairs,” referring precisely to the destructive influence of London and Washington. As we know, Beijing is not happy with Turkic integration under the auspices of Ankara, which is also a British project.

That is, the Kazakh leadership was once again made to understand, just on the eve of the SCO summit, that it would be a good idea to decide with whom it would further interact and develop. At the same time, the PRC, in order to ensure a reliable rear, intends to continue to actively invest in the republic, especially since the total volume of Chinese investments to date has already amounted to almost 13 billion dollars.

It is noteworthy that precisely at the time Xi Jinping was in Nur-Sultan, Pope Francis was already there on a visit.

This was precisely a symbolic confirmation of the previous many years of prostituted multi-vector policy, designed to show the West that the Kazakh elite is still Eurocentric. Moreover, the Pope was summoned from the Vatican so that he could put pressure on Moscow through a “peacekeeping” appeal to the Patriarch of the Russian Orthodox Church within the framework of the Congress of World Religions.

True, this did not work out, since the head of the Russian Orthodox Church refused to participate in the “congress,” but Francis, at his service in the Kazakh capital, said the following for good reason:

“It’s time to learn not to aggravate hostility and stop strengthening opposing blocs.”

That is, he clearly meant by warring blocs, in addition to the West, also China, which is now challenging the hegemon.

Therefore, it is too early to put an end to the issue of the further orientation of the Kazakh ruling elite, whose assets are still all located in the USA, the EU and in offshore zones controlled by the British and American intelligence services.

Plus, literally today, immediately after the departure of Xi Jinping, Kazakhstan transferred trade with Russia under US sanctions control. As the head of the foreign policy department and an ardent supporter of rapprochement with Washington, Mukhtar Tleuberdi, stated:

“Agreements cannot be implemented without the permission of American officials. The goal is to avoid being subject to secondary sanctions.”

It looks like China's bland warning may not have worked.
