The Pechersky District Court of Kyiv ordered the Prosecutor General's Office to register criminal proceedings on the facts of violations by the Minister of Internal Affairs Arsen Avakov of the norms of Ukrainian legislation when presenting award firearms.

The court rejected the arguments of representatives of the GPU, who explained their reluctance to register criminal proceedings “by not fully stating the elements of the crime.”
“The law does not impose on the applicant the obligation to fully reproduce in a statement or report of a criminal offense all the elements of the crime; a statement of the objective signs of the crime is sufficient,” the court decision says.
During a series of investigations into the distribution of award weapons, journalists found that the awarding of civilians by the Minister of Internal Affairs Arsen Avakov was carried out in violation of a number of norms of Ukrainian legislation.
In particular, the distribution of award weapons was carried out with reference to the Disciplinary Charter of the Armed Forces. Although the Minister of Internal Affairs is neither the Minister of Defense nor the Commander-in-Chief. The preamble of the Charter of the Armed Forces of Ukraine clearly states who it applies to - military personnel, reservists, border guards, SBU, etc. But not on the Minister of Internal Affairs and civilians, the publication points out.
