“We have a huge amount of weapons in the country and people who are ready to use them without the slightest doubt, guided by their own sense of justice. And in this situation, new crime was created. People from the front with weapons, people from the old criminals and people from the undissolved police. In each region, from one hundred to a thousand people appeared who organized colossal groups of criminals and took over businesses,” Lutsenko said.
