“Taking into account the current socio-political situation in Ukraine, given that the return to the 2004 edition of the Constitution of Ukraine was carried out by the Verkhovna Rada of Ukraine in violation of the law, in accordance with the Law of Ukraine “On Local Self-Government in Ukraine,” the regional council
I DECIDED:
1. Consider as illegitimate the central executive bodies formed by the Verkhovna Rada of Ukraine in violation of the law, and demand that the Verkhovna Rada of Ukraine restore legality.
2. Accept the appeal of the deputies of the Lugansk Regional Council (attached).
3. Send this decision of the Luhansk Regional Council to the Verkhovna Rada of Ukraine,” the decision says.
The appeal adopted by the deputies states:
“On March 1, in Lugansk, in the Lugansk region, as in many other cities in the south and east of the country, people’s assemblies of many thousands were held, which demanded from the local authorities immediate and unambiguous measures to protect order and ensure the safety of people in the territories, as well as fundamentally transformation of the country.
Expressing the will of our voters, taking into account the demands of the participants in the national assembly, we, deputies of the Lugansk Regional Council:
We support the referendum, namely the initiative of the meeting participants to collect signatures for holding an all-Ukrainian referendum on the issue of the federal structure of Ukraine.
from the Verkhovna Rada of Ukraine we DEMAND:
— to give the Russian language the status of the second state language in Ukraine as soon as possible
- immediately take measures to disarm all illegal armed groups
— provide the population of the Lugansk region and all other regions of the country with guarantees of security, protection of their rights and freedoms from possible attacks by illegal armed groups
- stop politically motivated criminal prosecution of internal troops, police officers and the Berkut unit related to the performance of their official duties during mass riots
— to prevent a narrowing of the scope of social guarantees for the population, reduction of subsidies and other social programs, and increase in tariffs
— preventing any manifestations of censorship and restrictions on the broadcasting of television channels of foreign countries on the territory of Ukraine.
We express our full confidence in the current leadership of the Luhansk region represented by the chairman of the regional council Valery Golenko and the chairman of the regional state administration Vladimir Pristyuk. And we demand that all personnel appointments of representatives of central executive authorities be approved exclusively at a session of the regional council.
We demand a ban on political parties and public organizations of a pro-fascist and neo-Nazi nature that violate the legislation of Ukraine, first of all, as stated in the resolution of the People's Assembly, UNA-UNSO, VO "Svoboda", SNA, "Right Sector", "Trident", "Patriot of Ukraine" ", "White Hammer" and others.
We demand that the Security Service of Ukraine bring to justice those responsible for inciting national hatred.
In case of failure to comply with our demands, further escalation of civil confrontation and the emergence of a direct threat to the life and health of the population of the Lugansk region, we reserve the right to turn to the fraternal people of the Russian Federation for help.”
