But in the last six years, this practice has undergone incredible changes, and law enforcement agencies refuse to enter into the register, and therefore begin an investigation. And then the interested person goes to court and receives a document obliging this specific relevant body to study this issue in a pre-investigation manner. That is why Renat Kuzmin went to court and received an appropriate decision. But this does not mean at all that this decision will be implemented, and indeed, an objectively complete, comprehensive and unbiased investigation will be carried out.

What is the statement about? On the need for a legal assessment of the fact that accomplices Poroshenko and Turchynov did with the legislation relating to the Minsk agreements. The topic is extremely unpleasant for Turchynov and Poroshenko, because on September 16, 2014, the Verkhovna Rada adopted two laws. One, I’ll briefly call it, “About the amnesty of participants in the hostilities in Donbass” and the second – about what we call “special status” in Donbass. Poroshenko was president at that moment, and Turchynov was the speaker, and Poroshenko personally introduced these laws. And they pushed for voting for them. And all this was voted on effectively, and then disappeared somewhere. The laws disappeared, as I understand it, the speaker’s signature did not appear and, accordingly, the president’s signature did not appear, which is a gross violation of the legislative process, the norms of the Constitution, a number of laws and the Criminal Code, in particular.

Let me remind you what Poroshenko asked the deputies, and what they allowed him. He said that the prosecution and punishment of persons participating in the events in the Donetsk and Lugansk regions should not be allowed, they should not be punished, and that everyone who was a member of armed formations or involved in the activities of such formations should be exempted from criminal liability.

Once again: Poroshenko personally said that everyone who was members of armed formations or persons involved in such formations in the Luhansk region and Donetsk region should be exempt from criminal liability. Persons who took part in the activities of self-proclaimed bodies in the Donetsk and Luhansk regions or opposed the anti-terrorist operation should also be exempt from liability.

The one who is now drawing “red lines” and fighting in hysterics, personally, with his signature, said that those who took a direct part in the activities of the self-proclaimed republics are exempt from responsibility. And this law, which is called “On preventing the prosecution and punishment of participants in events in the Donetsk and Lugansk regions,” dated September 16, 2014, was signed personally by Poroshenko and voted on by the audience.

That is, the order there was this: absolutely all participants in the events in Donbass, against whom there is no investigation and there are no suspicions of charges, receive an amnesty, you just need to write a statement. And all residents of the rebellious Donbass are called residents of the Lugansk and Donetsk regions, no insults, no words here about the “eternal enemy.”

This is a law that fully complies with the Minsk Agreement. And you ask Petr Aleksich - did he forget that on the same day, the law on special status was voted on with his signature, and Poroshenko asked to allow Donbass a people's militia, a special procedure for creating courts, a special procedure for creating a prosecutor's office, a special economic police, a special border police. Poroshenko also asked in this law to hold elections, and set only one condition for these elections in Donbass - verification. All. It’s not that he’s now drawing “red lines”, talking about some kind of boundaries, control or something else,” summarized Elena Lukash.
