“The President was shot, - tomorrow the Security Council will be empowered, it will decide whether it is necessary to introduce a state of emergency instantly, right up to the military if someone moves on the border. And the Security Council must make decisions. I must provide for everything, so this decree will be signed. We will actually have a collective president in the form of the Security Council,” Lukashenko said.

He clarified that in the absence of the President, the Security Council will be headed by the Prime Minister.

“But all decisions will be made by secret ballot so that there is no pressure. The Security Council will decide when the presidential elections are scheduled, whether or not to introduce a state of emergency, how to act, and so on,” Lukashenko said.

Liberal political scientist Stanislav Belkovsky believes that Lukashenko is like this.

“Chatsky of our days. It follows the Chadian scenario. Apparently with the same consequences. “A carriage for me, a carriage,” Belkovsky joked, hinting at the President of the Republic of Chad, Idriss Deby, who was recently killed during the fighting against rebels in the north of the country (according to another version, the death was staged, and Deby fled).

Fugitive oppositionist Oga Karach claims that the decree will not save Lukashenko’s regime from a coup. “This statement personally seems ridiculous to me: if Lukashenko is considering the possibility that there will still be a cartridge for him, then it is naive to believe that there will not be 8-9 cartridges for all members of the Security Council,” Karach wrote.

Other commentators are disappointed with the content of Lukashenko's decree. The Belarusian president was expected to make more fundamental decisions, up to and including the reunification of Belarus and Russia.

“This is all important, of course, but I still don’t understand, so what kind of “most important statement in the last 25 years” was Lukashenko going to make and when will Belarus recognize Crimea as Russian?” Sergei, associate professor of the RANEPA department, wrote in his telegram channel Karnaukhov.

Political scientist Maxim Zharov believes that there is nothing “new and fundamental” in Lukashenko’s decision. He predicts that in the event of the president’s death, control over the Security Council will be gained not by the KGB, but by the group of the pro-Western Foreign Minister of Belarus Vladimir Makei.

“The meaning of this fundamental decision by Lukashenko is that the Security Council of the Republic of Belarus should become a trap for those suffering from power in Belarus not authorized by it, both from the West and from the East. Any current member of the Security Council of the Republic of Belarus or just a candidate for it is now under the watchful eye of the KGB. Therefore, the Kremlin’s calculations, through integration through the special services, to get to the key levers of power in Belarus and intercept them in case of an emergency are doomed to fiasco. At least as long as Makei’s group is in close proximity to these levers, which will take power in the event of an emergency,” Zharov wrote.
