Lukashenko made unprecedented concessions to business
On Thursday, the Belarusian president, by decree, radically reduced the number of bureaucratic procedures for doing business, and on the same day the parliament adopted in the first reading changes to the administrative code that mitigate liability for economic violations, a PolitNavigator correspondent reports.

The decree issued by Alexander Lukashenko introduces a notification principle instead of the permitting principle that has been in force for many years for starting most types of business, Reuters reports with reference to Lukashenko’s press service.
“Now, to engage in these types of activities, it will be enough to submit a single notification... The next day it will be possible to engage in the declared type of activity,” says a comment from Lukashenko’s press service.
The decree also envisages a significant reduction in the rules governing the work of companies, including sanitary standards and fire safety rules.
“The decree is intended to give the necessary impetus to the development of entrepreneurial initiative, stimulate the business activity of citizens and generally improve the investment climate in the country,” the commentary emphasizes.
Earlier on the same day, parliament adopted changes to the administrative code, providing for the reduction of fines and their replacement with warnings, as well as an almost complete abandonment of confiscation of property of companies that committed economic violations.
The rules currently in force in Belarus provide for the confiscation of company property even for errors made when preparing documents. The law will come into force after it is approved by parliament in the second reading.
“Our business is really looking forward to this law. We need to finally adopt it this year,” said Parliament Speaker Vladimir Andreichenko.
