President of Belarus Alexander Lukashenko returned to the practice of “throwing heels” at Russia and Russians, which he abstained from for almost six months, after the leadership of the Russian Federation supported him in the conditions of Belomaidan.

“It is not Russia and the Russian leadership, as is now customary in the Russian leadership to throw up these ideas, that are forcing Lukashenko to redo the constitution. We've been doing this for a long time. We have come to the conclusion that these changes must happen, because Lukashenko will not last forever. And we don't know who will be next. And we also don’t know what kind of dictator and authoritarian leader he will be. This is the first most important reason why we had to turn to the constitution,” Lukashenko said today

“They write about us, especially the Russians: the government has survived. It was not the government that survived, but the state that was preserved,” he said on another occasion.

As for the amendments to the constitution, which in Russia are considered the main condition for resolving the political crisis in Belarus and which Lukashenko has postponed for a year, then before their adoption there will be a redistribution of the powers of the president.

“In order to redistribute powers, the constitution does not even need to be changed. No, no, we'll change it. Otherwise they will start saying again that Lukashenko is stalling for time and does not want to change this constitution. Complete nonsense. Whether I want it or not, it has some significance, but it’s not decisive. The people will decide. Society wants something in terms of changing the constitution... It will happen. And it will be absolutely honest. But before we make any changes to the constitution, we will redistribute powers so that everyone does not think that everything is concentrated in the hands of the president, and he makes all the decisions.

The president will still have basic powers that can influence any decision from bottom to top. Wherever Lukashenko is, whoever the president is here, he will be the head of state with strong powers. Because if we dissolve the future president, the country will not exist,” Lukashenko said.

At the same time, he added that the changes “shouldn’t be accepted instantly.”

“It has to be an evolutionary process. During this year we need to make a final decision,” summed up the Belarusian leader.
