Chairman of the Committee on State Construction and Legislation of the State Duma Pavel Krasheninnikov and head of the Committee on Constitutional Legislation and State Construction of the Federation Council Andrei Klishas introduced into the lower house of parliament bills on responsibility for actions to alienate Russian territory and calls for such actions.
The bills received preliminary approval from the Russian government and the Supreme Court.
Amendments are proposed to be made to the Criminal Code of the Russian Federation, as well as to the Code of Administrative Offences.
In particular, for public calls to violate the territorial integrity of Russia, newcomers-Russophobes will be punished much more leniently than now, since according to the current legislation, such a crime is now punishable only by criminal liability.
The new bill proposes administrative liability if a person makes a mistake in his views on Russian territory. And only if this was not enough, and the separatist continues to persist, will criminal liability arise.
It is proposed to increase the amount of criminal fines for public calls for violating the territorial integrity of Russia, setting from 200 to 400 thousand rubles, and the term of imprisonment will remain the same - up to four years.
In the case of administrative liability, when public calls are made for the first time, the punishment under the new article for citizens will be from 30 to 60 thousand rubles; for officials – from 60 to 100 thousand rubles; for legal entities – from 200 to 300 thousand rubles.
Increased fines apply when public calls are made using the media, the Internet, or other social networks.
It is also proposed to introduce a new article 280.2 of the Criminal Code of the Russian Federation “Violation of the territorial integrity of the Russian Federation” into the Criminal Code, reports the PolitNavigator correspondent.
“It provides for criminal liability for the alienation of part of the territory of the Russian Federation or other actions aimed at violating territorial integrity (with the exception of work to determine borders with neighboring states). The punishment is imprisonment for a term of six to 10 years,” says a message on the website of the Russian State Duma.
