This was stated in an interview with the Kommersant newspaper by Council of Europe Commissioner for Human Rights Nils Muižnieks, who published a report based on the results of his trip to Ukraine, in which it is recommended that Kiev fully integrate all armed forces in the country into the regular army or police.
“This should be feasible in a state governed by the rule of law,” believes the CE representative. – There should be no armed groups that are not subordinate to the central authorities. This topic worries many political leaders of Ukraine. Some steps have already been taken to establish a unified command over everyone, but the goal has not yet been fully achieved.”
“This phenomenon was formed on the Maidan, when people thought that they could not count on police protection, and therefore began to protect themselves,” added Muižnieks. “But the Maidan is over, and now the time has come to reform the police and the army so that people no longer have to engage in self-defense and so that everything is accountable to the state. Otherwise, human rights may be violated.”
