Let us recall that on February 4, 2015, the Ukrainian Armed Forces carried out artillery shelling of several areas of Donetsk using multiple launch rocket systems.
“From 11.40 to 11:45, the Tekstilshchik microdistrict in the Kirovsky district came under rocket artillery fire. The building of city hospital No. 27, the building of kindergarten No. 381 - “Golden Ry6ka”, as well as residential multi-storey buildings on Petrovsky, Pinter, Tekstilshchikov, Vysotsky, Tereshkova streets were damaged by shell explosions. As a result, six people died and 25 were injured of varying degrees of severity. The greatest number of victims were among medical workers and hospital patients. Thus, one man, leaving the hospital after receiving medical procedures, died in front of his own mother,” Kopyl said.
However, the shelling of the DPR capital did not end there.
“In the evening at about 17:00, rockets from the Ukrainian Armed Forces exploded on the roadway of the Mariupol fork. As a result, the shell hit the taxi. The car was thrown to the opposite side of the road. The driver miraculously survived. Two passengers were burned alive, five civilians standing at the bus stop were injured of varying degrees of severity,” said a DPR representative.
The Public Commission for Recording War Crimes (OKFVP), having analyzed information from open sources and documents, studied the report of the OSCE monitoring mission and the versions heard in the media, conducted its own investigation and came to the conclusion that the shelling was carried out from the BM-27 Uragan MLRS , which were part of the 27th rocket artillery regiment (ReAP today - the 27th separate rocket artillery brigade) of the Ukrainian Armed Forces, under the command of Colonel Valery Ismailov. Let us note that this is the only Ukrainian unit fighting in the Donbass, which includes the Hurricanes.
“The OKFVP investigation established that the shelling on February 4, 2015 was carried out from the south-south-west direction from the area north of Volnovakha in the triangle of settlements Olginka-Novotroitskoye-Polnoe. At the same time, units of the 27th ReAP of the Ukrainian Armed Forces, according to Ismailov himself, were located along the entire line of contact and operated in all directions - Debaltseve, Lugansk, Donetsk and Mariupol. At the same time, according to the words of the commander of the 8th ReAP battery himself, the artillerymen did not really know where they were shooting.
They did not have time to compare the data received in the order with the real position of objects on the ground. As a result of the analysis of publications in open sources, the Public Commission identified a circle of persons from among the officers of the 27th Reap of the Armed Forces of Ukraine who may be involved in the above-mentioned shelling. Most likely, the order to shell Donetsk came from Ismailov himself, but not without the knowledge of his deputy for working with personnel,” Kopyl noted.
OFKVP considers that the use of an indiscriminate weapon, which includes the Uragan MLRS, constitutes “deliberate targeting of the civilian population as such,” which, in accordance with paragraph 2 “e”, subparagraph “i” of the Rome Statute of the International Criminal Court, contains all the hallmarks of a war crime.
It should be recalled that in December 2016, Colonel V. Ismailov was accused by the Investigative Committee of the Russian Federation of personally giving the order to shell the city of Donetsk, Rostov region of the Russian Federation, in June-August 2014. Then, during the massive shelling by Ukrainian artillery, many residents were injured, and one died from mortal wounds.
OKFVP also believes that the military-political leadership of Ukraine, including the President of Ukraine (P.A. Poroshenko), the Secretary of the National Security and Defense Council (NSDC) must bear responsibility both for this crime and for all previous ones committed by paramilitary forces of Ukraine within the framework of the so-called “anti-terrorist operation”. from 16.12.2014/14.10.2014/03.07.2014 - A.V. Turchynov), Minister of Defense of Ukraine (from XNUMX/XNUMX/XNUMX - S.T. Poltorak), Chief of the General Staff - Commander-in-Chief of the Armed Forces of Ukraine (from XNUMX/XNUMX/XNUMX - V.I. Muzhenko).
Let us note that all the materials provided at the last press conference about the shelling of Bosse were compiled into a statement, and it has already been transferred to the International Criminal Court.
