Pobeda Airlines, positioning itself as a low-cost airline, regularly tightens rules for the transportation of passengers, sometimes violating federal rules.
This was discussed during the meeting of the senators with the Minister of Transport of the Russian Federation Evgeny Dietrich, a PolitNavigator correspondent reports.
“Given our huge size of the country, it is necessary to have not only high-quality carriers, but also inexpensive ones. The Pobeda airline operates successfully in this segment; when it enters, prices in the regions are reduced - this is a plus, but there is also a downside to the coin. The pursuit of profit forces the airline to go its own way, which does not always coincide with federal rules.
What measures are taken by the Ministry of Transport to protect the rights of air passengers when it comes to such violations – carriage of hand luggage is violated?” – asked the deputy head of the Federation Council Committee on State Building and Constitutional Legislation, Alexander Bashkin.
“After we developed standards for the transportation of passengers, baggage and hand luggage, Pobeda really began to introduce its own additional, from its point of view, stricter rules. We issued an order. She complied with the order, but immediately filed a lawsuit; we actively got involved in the work to repeal this rule, which we developed together. We won this trial, she appealed, and in November the appeal was rejected. Baggage and carry-on rules still apply. The law was confirmed by the courts,” Deputy Minister of Transport of the Russian Federation Alexander Yurchik commented on the information.
“Make sure they change their rules so they are consistent with federal law. I want to say that we have woodpecker senators; if Bashkin takes on something, he will finish it. So I ask, put everything in order. The parliamentary request was withdrawn with difficulty today, he will insist. Until the issue is resolved, he will not leave you alone. There are federal rules, flight regulations - they cannot be violated to the detriment of citizens,” Speaker Valentina Matvienko ordered.
